What creates and destroys energy in organisations?

Arguably the role of the leader is to set the purpose of the organisation and then engage and direct the energy of the team to achieve the purpose. And the role of HR is surely to develop the policies and methods to ensure the people strategy harnesses that energy. But what is organisational energy and how can we in HR influence it? We discussed a brain based view of energy and what energises and de-energises people.
